HUD sponsors housing counseling agencies throughout the country to provide free or low-cost services to help fulfill the HUD mission to create strong, sustainable, inclusive communities and quality affordable homes for all.
HAP employs a full-time, bilingual Housing Counselor to provide services to Hmong- and English-speaking community members through the following programs: Pre-Purchase Homebuyer Counseling and Education; Foreclosure Counseling and Education; Rental Counseling and Education; and Refugee Supportive Housing Network Case Management.
HAP initiated its Housing & Economic Development Department in 2009 to address the urgent housing needs in the community and prepare families for long-term self-sufficiency. The new department was formed in response to the community feedback gathered through HAP’s 2008 Community Engagement Process.
HAP’s Housing programs are offered at HAP’s main location on the East Side of Saint Paul (1075 Arcade Street) as well as its University Avenue location (379 University Avenue West) and its North Minneapolis location (1206 42nd Avenue North).
